Korea's Ministry of Land, Infrastructure and Transport (MOLIT) announced on November 4, 2026 that it plans to offer 284 shared-equity public-sale homes in December at Goyang Changneung S-2BL, a block with 1,057 homes in total. Its headline figure of 25% refers to the stake a buyer would initially acquire by move-in. It does not mean a buyer permanently owns the whole home for one-quarter of its price. Later stake purchases and rent on the part still held by the public provider are central to the proposed arrangement. Nor is a December plan the same as an open application period: the block-specific LH recruitment notice must still be checked. The cover is a conceptual AI-generated image, not a photograph of this site.

The first 25% is split between contract and move-in

The ministry's proposed model allocates 10% of the ownership stake to the contract stage and 15% to the move-in stage. That is an ownership structure, not a confirmed payment calendar for each household. The final notice and contract will set actual prices and due dates. MOLIT illustrates the concept with an average metropolitan public-sale home priced at KRW 510 million for a 55-square-metre unit: a 25% initial stake would cost about KRW 128 million. This is not a published S-2BL unit price and not a guaranteed personal cash requirement.

The release also gives a lower illustrative initial cash amount of about KRW 77 million if a loan up to a 40% loan-to-value ratio becomes available. The loan arrangement was explicitly under consideration in the announcement. Treating it as a committed mortgage product or an approved individual loan would misstate the plan. Budget separately for the initial stake, housing-related rent or deposit, future stake purchases and moving costs. Confirm financing with an actual lender and the final programme terms before relying on it.

Buying the remaining stake and paying rent

Under the model in the release, the buyer would acquire another 15% every four years, five times over 20 years, adding up to the remaining 75%. Each later purchase is described as costing (original sale price + interest for the period) × the stake purchased. It is not necessarily a fixed 15% of the original price without financing cost. The proposal requires the scheduled purchases but envisages a deferral of up to one year in light of the buyer's circumstances. Deferral is not a waiver. Some details require legal changes and some may initially be addressed in contract clauses; the binding version must be checked in the final notice and agreement.

The public provider continues to own whatever share has not yet been purchased. Rent is payable on that unowned share. The proposed initial reference rent uses 90% of nearby jeonse market value, multiplied by the provider's ownership share; a conversion rate matters if rent is paid monthly instead of as a deposit. MOLIT's illustration assumes a KRW 400 million nearby jeonse value and derives a KRW 270 million deposit or about KRW 790,000 monthly rent. Those figures depend on hypothetical market values and conversion assumptions, not on an announced S-2BL rent schedule. They are additional to the cost of buying shares.

Do not mistake the proposal for the final eligibility notice

MOLIT's model table includes proposed income and asset limits, a 70% special-supply and 30% general-supply split, a ten-year resale restriction and a five-year occupancy requirement. The table is marked as a draft model, with some provisions subject to legal amendment. Its sample income or asset amounts should not be presented as an immediately operative entitlement for any particular applicant. Household size, housing history, detailed supply categories, application method and deadline belong in the eventual LH Cheongyak Plus S-2BL recruitment notice. A notice for another Changneung block, such as S-3 or S-4, cannot substitute for it.

The same government announcement discusses a separate “profit-sharing type II” model. At the time, MOLIT said that model lacked a legal basis and would be supplied after changes to the public-housing law. Its mandatory loan and profit-sharing features should not be attached to the 284 proposed S-2BL shared-equity units. The two schemes are alternatives, not interchangeable descriptions of the same offer.

A sensible sequence before applying

  1. Search LH Cheongyak Plus for the exact Goyang Changneung S-2BL block and check whether its official recruitment notice has actually appeared. December is a target for sale, not a guaranteed application opening date.
  2. Read that notice for unit sizes, confirmed prices, the number of units in each category, eligibility, application deadlines, contract dates and expected move-in dates.
  3. Model the first stake purchase, five later purchases and rent on the unowned share separately. Do not count a loan that is merely being considered as secured financing.
  4. Compare the final resale, occupancy, repurchase and deferred-purchase terms with the contract and law in force at the time.

This release describes a policy design and examples, not an individualized eligibility decision or a guarantee of financing. If a later official notice changes the timetable or terms, use the notice and current law rather than the earlier illustration.
