A search result is a starting point, not an approved application

Food-business operators in Korea often need to distinguish among registrations, reports and notifications before they can submit the right form. On 4 November 2026, the Ministry of Food and Drug Safety and the Korea Food Safety Information Center announced an AI search for electronic civil-service procedures in Food Safety Korea's Integrated Civil Service Center. It is intended to help people find a relevant procedure even if they do not know its formal name. It does not decide eligibility, submit the application or approve a business automatically. This guide separates what the public search can show from the checks an operator still needs to perform.

The cover is a generated conceptual image, not a depiction of the actual government interface.

Start at the official civil-service center

Open the Integrated Civil Service Center and locate AI electronic civil-service search, or go to its official search page. Both pages were accessible without signing in when checked on 5 November. The ministry also describes access from the center's main search field. Navigation can change, so use the live official site if a menu label has moved.

An ordinary-language question can describe the task rather than recite a formal procedure name. The ministry's examples include how to report a manufactured food item and what to do when importing food. Be specific about whether you are starting a business, changing an existing registration, manufacturing, or importing. Do not put resident-registration numbers, confidential customer data or trade secrets into a general search question. Such information belongs only in the appropriate official application step if it is required there.

Why you must inspect each suggested service

In a signed-out check on 5 November, a question about reporting a manufactured food item returned two different candidate services and displayed a low confidence indication. Both associated official service-detail pages opened. This does not establish that either result is universally correct: the candidates referred to different types of work or competent authorities. A high-ranked result is not a ruling on your own business. Compare your business type, product, intended action and local authority with the eligibility shown on each detailed page.

The announcement says the search can guide users toward information such as the target applicants, required documents and fees. Treat that information as a route to the source, not as the final source. Open the relevant official service detail, and read its current application scope, authority, document list, charges and submission method. Requirements can differ for a new operation and an amendment, or by product and regulator. If an AI summary conflicts with the detailed service page, rely on the latter and ask the responsible authority if the case remains unclear.

Search, submission and approval are separate

Our public check established only the sequence search result → official detail page. It did not test a signed-in application, document upload, submission receipt, request for corrections or final administrative decision. Finding a result is not filing a report. Even opening an application form is not proof that it was accepted. Before you submit, check the current form, attachments, fee, authority and any deadline on the live application page. Afterwards, use the official receipt and status tracking rather than assuming the AI search completed the process.

The search interface itself warns that AI search can make mistakes and directs users to the service detail or responsible agency before an actual application. A low-confidence result or several plausible candidates is a reason to refine the question and compare them, not to choose the first one. Even a single result should be checked against current forms and notices. We have not verified what happens beyond the sign-in boundary for each individual procedure.

The 14 shortcuts are not food-safety findings

The same announcement says 14 frequently used civil-service shortcuts were added to the center's first page. These shortcuts are distinct from the AI search and do not mean every search has 14 results. They are faster links to common procedures, including product-manufacture matters, English export certificates and imported-food business matters. Absence from that shortcut list does not prove a service is unavailable; presence does not prove that a particular operator is eligible.

The AI feature searches administrative procedures for operators. It is not an AI verdict on whether food is hazardous, nor a certification of a product's safety. Consumers looking for recalls, sales suspensions or other hazard notices should use the relevant Food Safety Korea notices and searches separately. Keep the purpose of the two kinds of lookup distinct.

For a practical check, describe your task on the official AI search page, open the candidate service details, match the stated applicant and authority to your situation, then confirm documents and fees in the actual application flow. If you receive conflicting guidance, consult the agency responsible for that service. The service and its menus may change after this 5 November observation, so the live official page takes precedence over this explanation.
