Have you ever needed to prove your identity somewhere that restricts phone use? Korea’s Ministry of the Interior and Safety (행정안전부, MOIS) announced the 2026 Mobile ID Ideas Contest on September 30, 2026. The submission window is October 1 at 09:00 through October 30 at 18:00, Korea time. September 30 is before entries open; the press release alone does not verify that a detailed notice or live form is already posted. From October 1 at 09:00, check the full notice and actual submission form on the official mobile ID website or Sotong24 before uploading anything.
Who can take part, and what can they suggest?
The ministry describes eligible entrants as “모바일신분증에 관심 있는 국민 누구나” (members of the public interested in mobile ID). Check the final notice for formal eligibility before preparing an entry; proposals should describe an idea and solution that makes the service easier or more convenient to use. The review scope covers mobile versions of Korea’s resident registration card, driver’s licence, national veterans registration card, disability registration card and foreign resident registration card. That list describes ideas for the service; it is not a claim that every reader qualifies to receive every type of ID.
| First write down | A useful prompt | Avoid assuming |
|---|---|---|
| The real friction | How can someone verify identity at a venue that bars smartphones? | Do not claim a proposed solution is already accepted at a particular venue |
| The improvement | Can steps in QR-based checks be reduced while still protecting identity data? | Convenience should not mean removing safeguards or consent |
| The submission | Explain the situation, who benefits and how the solution works | A working app is not stated as mandatory for every entrant |
The press release says a proof-of-concept (PoC) may be submitted as additional material to demonstrate feasibility. It also announces access to expert consultation and technical advice through a development support centre; the exact procedure and scope should be checked in the full contest notice.

Three pre-submission checks
- Describe the specific scenario. Who faces a problem, at what step, and in which setting? Do not put someone else’s real ID number or personal information in public examples.
- Show how safety is retained. State the proposed new sequence and how exposure or misuse of identity data would be prevented. The release gives examples, not approved solutions: accessibility for older or disabled users, identity checks at exam venues, QR verification and authentication time.
- Read the official notice. From October 1, verify submission files and format, judging criteria, duplicate checks, privacy and rights conditions, and the actual submission route on the official websites. The release alone does not establish the upload interface.

MOIS plans written evaluation, a public duplication check and an in-person final review before selecting six winning entries with KRW 10 million in total prize money. The November 25 award event at KINTEX is a planned date, not a guarantee of an award or a specified payment per applicant. The ministry says promising ideas may be developed for service improvements; submitting an idea does not guarantee its implementation. The cover is a labeled AI-generated conceptual image, not a government app screenshot or real identity document. The explanatory cards were created separately.
