If a family member's health changes while living in a Korean noin bokji jutaek (senior welfare housing), do not treat an October 12, 2026 announcement as an already-enforceable guarantee of continued residence. The Ministry of Health and Welfare said it would put an amendment to the Enforcement Rule of the Welfare of Senior Citizens Act on legislative notice October 13–November 23. This worksheet complements the Korean Naver summary by separating facility type, age, support and legal stage.
Keep four facts in separate columns
| Check | What to establish | What the announcement does not prove |
|---|---|---|
| Facility | Is this legally designated senior welfare housing, and is the person already a resident? | That all retirement properties, nursing homes and hospitals are covered |
| Age | The existing independent-living route for those 60 or older, and a proposed additional route for those 65 or older | That the entire age threshold has been raised to 65 |
| Daily living and services | What help the resident receives and whether independent residential living can continue | Automatic eligibility solely from a long-term-care rating |
| Rule status | Notice, final promulgation and entry into force | An effective date of October 13 or November 23 |
The ministry's release describes the aim: residents whose health deteriorates could continue living in senior welfare housing if they can maintain independent living with certain support, including long-term care services. The attached draft wording is more precise than this summary. Its Article 14 retains the existing route for a person at least 60 who can manage independent residential life. It adds a route for people at least 65: one subparagraph addresses people already living in senior welfare housing while receiving services to be specified by the minister; another delegates comparable cases to the minister. The eventual service list and individual eligibility were not established by this announcement.

Notice is not commencement
The announced legislative-notice period is October 13–November 23, with comments invited by November 23. Sending comments is not an application for permission to stay. A clause in the draft says it would take effect three months after promulgation. Neither the final text nor its promulgation date was established in the materials checked here. Placeholder dates such as 9999.12.31. in an attachment's form must not be treated as real dates.
Other governance provisions are also proposals. The attached draft requires written consent from more than half the residents and approval of the city/county/district head to constitute a residents' representative council. It proposes limited substitution for an absent operator under specified conditions with local-government confirmation, alongside reporting of appointed or changed contract operators and oversight measures. This is not a general transfer of operating power to residents.
Family conversation sheet—not an official eligibility test
- Retain the contract, the facility's legal designation and its explanation of current residence or departure rules.
- Privately note the move-in date, age, support services used and what support enables independent living. Do not post medical details publicly.
- Ask the facility to separate current rules from procedures that might follow a finalized amendment.
- For a legislative comment, recheck the exact notice through the ministry or the public legislative-participation portal. If a departure or contract dispute is already underway, seek case-specific advice rather than waiting for this proposal.
