The qualifying-payment period began at 00:00 KST on October 15; in-app event participation was scheduled to begin at 09:00 the same day. This guide does not verify the live consent screen. Korea's Ministry of SMEs and Startups has announced Sangsaeng Sobibokgwon (상생소비복권), a lottery-entry promotion tied to eligible in-person Digital Onnuri voucher payments, from October 15 through November 15. It is not a cash-back promise: spending KRW 30,000 can generate entries, not a guaranteed prize. The ministry's release and its four-page attachment, including the FAQ, set the rules below.

Standing at the counter? Use this sequence
Stop 1 — Check the merchant, not just the market name. The ministry specifies an offline merchant accepting Digital Onnuri vouchers, such as a participating shop in a traditional market or shopping district. A shop being inside a market does not itself establish that it participates. The app's description also mentions online shopping, but this lottery announcement limits eligible spending to offline merchants. Verify the shop's current acceptance in the app and with the shop before paying. Attachment, pp.1–2
Stop 2 — Check the instrument, not just the bank card. The payment must be made with Digital Onnuri (디지털온누리). An ordinary credit-card purchase outside the voucher arrangement is not stated to qualify. The actual app is named 디지털온누리 in Google Play and the Apple App Store; both identify the Korea Minting and Security Printing Corporation (KOMSCO / 한국조폐공사) as its developer/provider. That store identity does not verify that its event-consent screen is already live. Do not use the 2025 Sangsaeng Payback credit-card website as if it were this year's entry route. Attachment, p.4 Q4
Stop 3 — Separate purchase time from event opt-in time. The official FAQ counts qualifying payments from 00:00 October 15 through the end of November 15 (24:00 KST). Participation in the app begins at 09:00 October 15. During October 15–November 15, the participant must consent in the Digital Onnuri app to the personal-information provision associated with this event. According to the FAQ, consent within that participation window causes the entire period's qualifying payments to be considered, even if a qualifying purchase came before that consent. This is not a claim that an event button was available on October 14, or that general app terms equal event-specific consent. Attachment, p.1 and p.4 Q1–Q2
The wider Korea Grand Festival runs October 29–November 15, but the lottery counts qualifying spending from October 15; you need not wait for October 29. Attachment, pp.1, 4
Which regional lane is your payment in?
The rule follows the location of actual spending, not your home address. Every cumulative KRW 30,000 spent in metropolitan-area eligible transactions yields one ticket, up to 10 metropolitan tickets. Every cumulative KRW 30,000 in non-metropolitan eligible transactions yields two tickets, up to 20 non-metropolitan tickets. The combined maximum is 30 tickets. The ministry's own example gives KRW 100,000 spent in the metropolitan area and KRW 200,000 elsewhere: 3 + 12 = 15 tickets. The release does not spell out whether sub-KRW-30,000 balances can be combined across lanes, nor how reversals/refunds affect the running total; do not assume an answer. Attachment, p.1 and p.4 Q3
Do you have a chance at first prize?
The first-prize draw is restricted to participants holding tickets issued for non-metropolitan spending. A Seoul-area resident can meet that criterion by making at least KRW 30,000 in qualifying in-person Digital Onnuri purchases in a non-metropolitan area; residence alone is not the test. Prizes 2–4 are drawn from eligible participants nationwide without a regional split, on the basis of issued tickets. A participant cannot win multiple prizes. Attachment, p.1
The announced payout is Digital Onnuri vouchers, not cash: ten first prizes of KRW 30 million each, forty second prizes of KRW 2 million, 850 third prizes of KRW 1 million, and 4,700 fourth prizes of KRW 100,000 — 5,600 planned winners in all. Individual notices via the app are planned for early December, with voucher payout planned during December; neither a win nor an exact notification date is guaranteed. Attachment, pp.1–2

What this guide has not verified
The sources were reviewed on the evening of October 14. We did not enter the logged-in app, confirm an event menu or consent button, make a test payment, or observe a ticket being issued. The document says the promotion is nationwide but does not establish separate eligibility rules for foreign nationals, minors, gifted voucher balances, reversals or cancelled transactions. Do not infer those rules from this guide. From 09:00 KST on October 15, check the actual Digital Onnuri app's event notice and specific consent state, and verify your intended offline merchant and recorded eligible purchase before relying on a projected ticket count.
The short Korean Naver summary is now public.
