Checked October 7, 2026. In an October 6 announcement, the Human Resources Development Service of Korea (HRDK) said it had applied Korea Open Government License (KOGL) Type 1 to question papers and final answer keys for 37 national professional qualifications starting in April, and added the AI Type in August. Those months mark licence applications, not newly held exams. The announcement sets neither a separate application deadline for use nor a new exam schedule.
Already available on Q-Net—not a first release of answer keys
HRDK says Q-Net had already made the national professional qualification question papers and final answers public. Access and discovery through KOGL are being expanded. This does not establish that every paper and answer key for every year is already indexed there. The release mentions uses in online question banks, mobile study apps, ebooks and AI explanations; those examples do not certify any particular provider's quality or the correctness of AI-generated explanations.
The subject here is national professional qualifications, not a blanket licence for every Q-Net item, all national technical certifications, or private practice books. Read the two Type 1 and AI Type terms separately before copying material. This is a guide to the primary announcement and licence summaries, not an individual legal clearance for a given file.

What each type permits—and requires
- KOGL Type 1: Subject to attribution, the official licence summary and terms permit on- and offline sharing, commercial reuse and adaptation or derivative works. Link to the source site where feasible. Do not imply that the issuing public body sponsors or specially endorses your version, and respect the author's moral rights when changing a work.
- KOGL AI Type: The official AI Type terms describe free use only when the work is used as AI training data. They require technical measures to prevent outputs identical or substantially similar to the public work, and attribution measures when retrieval-augmented generation (RAG) directly quotes it. A model trained on the work may be used commercially, but resale of the AI training dataset made from the public work is prohibited.
“AI Type” therefore does not mean that an unmodified dataset can be sold without conditions. Equally, do not impose the AI Type's training-data-only framing on Type 1's general permission; HRDK says both types were applied in parallel. Check the actual markings and use conditions for the specific paper and answer key you intend to use.
A file-by-file check before building a product
- Find your national professional qualification on Q-Net and match the question paper with its final answer key by qualification, year and session. This article has not verified a particular year's attachment or button path, and reproduces no exam questions or answers.
- Read the item-level licence label, source institution, work title and original URL. If the item appears on KOGL, compare its entry and conditions. Look for separately credited illustrations or quoted material with possible third-party rights. A press release is not proof that all attachments can be redistributed unchanged.
- Distinguish studying the material from reposting, selling an ebook/app or using it for AI training. For the latter, check the current terms for the actual file and whether you can carry through attribution, restrictions and applicable technical measures. Ask the provider if embedded rights or the licence marking are unclear.

The useful distinction is between HRDK's announcement concerning 37 qualifications and the exact file you intend to use. No paper or answer key has been copied into this article, and we have not verified the rights label of an individual Q-Net attachment. A shorter Korean Life Mokcha Naver checklist is available.
