On October 20, 2026, Korea's National Pension Fund Management Committee approved an increase in the program's 2026 budget—not a larger loan for every pensioner. The Ministry of Health and Welfare's announcement says the budget for the emergency living-expense loan known as Silver Loan (실버론) rises by ₩8.5 billion, from ₩54 billion to ₩62.5 billion. The ministry says the change allows the program to continue without interruption through year-end. It does not promise approval, available funds at any particular branch, or a higher individual limit. The decision guide below separates the program's timing from your eligibility and the deadline attached to your expense.
1. Check the pension type and the exclusions, not age alone
Read the National Pension Service (NPS) Silver Loan eligibility and exclusions on its official Korean-language page. NPS lists people aged 60 or older residing in Korea who receive National Pension old-age, divided, survivor, or disability benefits (disability grades 1–3 in its wording). Receiving some pension or simply turning 60 is not sufficient. NPS also lists exclusions, including suspended/stopped or offset pension payments, an earlier National Pension Fund loan not yet fully repaid, foreign nationals, overseas Koreans and people residing abroad; its page lists further circumstances, including grade-4 disability pension beneficiaries and pensions remitted overseas. An NPS office must assess an individual's situation. Do not treat this guide as an eligibility decision.
2. Match the documented expense to one of four uses
The annex on page 4 of the ministry's PDF lists housing rental deposits (jeonse or monthly rent), medical expenses, a spouse's funeral expenses, and disaster recovery. NPS's more detailed eligibility page describes the applicant's or spouse's housing deposit, medical expenses and disaster-recovery costs; the funeral category is for a spouse. The loan is not an unrestricted cash grant for all living expenses.

| Expense to document | First fact to check | Expense-specific filing window shown by NPS |
|---|---|---|
| New jeonse/monthly-rent contract | Contract and bank transfer of deposit; when does the tenancy start? | Within three months before or after the tenancy start date |
| Renewal of a rental contract | Previous/renewed contract and relevant transfer records; when was the renewal signed? | Within three months of the renewal contract date |
| Medical cost | Itemized receipt or other NPS-accepted evidence of out-of-pocket expense; date of treatment/prescription? | Within six months of the treatment/prescription date |
| Spouse's funeral cost | Proof of death and other documents requested by NPS; date of death? | Within three months of the death |
| Disaster recovery | Damage confirmation or fire certificate; date of the event or disaster-area declaration? | Within six months of the event or declaration |
These windows and examples are drawn from the NPS application-method and documents page. They are expense-specific filing windows, not a new program-wide closing date in the October 20 announcement. Documents vary for new versus renewed rentals, and NPS may ask for more. Check the applicable facts with a branch before submitting.

3. Read “₩10 million” as a ceiling and “3.21%” as a dated variable rate
The individual loan is constrained by twice the annual pension received, the actual documented cost, and an absolute ceiling of ₩10 million. NPS says its pension-amount calculation uses the most recently paid monthly pension at application. Its published example assumes a ₩450,000 monthly pension and ₩5 million in medical expenses: although the pension-based ceiling is ₩10.8 million, the actual-expense amount is ₩5 million. That is an example, not approval for a specific borrower.
Both page 4 of the ministry's release and NPS's rate display state 3.21% per year for Q4 2026 (October–December) and 6.42% per year for overdue payments. The borrowing rate changes quarterly, linked to the lower of the five-year government-bond yield and the weighted-average bank deposit rate; it is not a permanent 3.21% fixed-rate offer. NPS's repayment explanation describes equal-principal installments for up to five years, with an optional one- or two-year grace period during which interest is still paid monthly. This is a repayable loan, not free support.
4. Use the information page to find the right application route
Check NPS's actual application guidance and document list. It says the pension recipient applies personally, describes applications throughout the year within each year's loan budget, and lists NPS branches plus a mobile route. Its important exception is that a rental-deposit loan other than a simplified loan cannot be applied for in the mobile app. Do not call the linked information page an online approval or completed application. Find an NPS branch on the official branch-finder page, or call 1355 to ask about your route, evidence, remaining budget and the rate applicable at application. Inquiry or document preparation does not guarantee a loan.
