At 21:17 KST on October 13, 2026, we anonymously rechecked operator notice 2871 and the public course list. South Korea's Ministry of Oceans and Fisheries had announced institutional applications from October 12; the operator had set a 09:00 October 13 first-come start. But notice 2871 now explicitly says first-come places are filled; only waitlist applications are possible. Its teaching dates are October 27–December 10. We have not verified a working post-login waitlist form, successful submission or allocation. The images are conceptual scenes—not the actual vehicle, lessons or official form.
What the announcement covers
Pages 1 and 3 of the ministry's original Korean PDF describe a teaching vehicle and instructors visiting educational institutions. The stated student group for this new central-inland rollout is elementary grades 1–4. The ministry describes plans for 3D, virtual-reality and game-based activities about marine ecosystems, waste, marine forests and tidal flats. These are announced educational features, not our verification that a particular class has taken place or any equipment is in use today.
The new operator notice names institutions—elementary schools, child centers and kindergartens (daycare centers)—as applicants. It specifies visiting vehicle-based instruction with theory and onboard activities, but gives no specific grade range. Do not merge these institution types with the ministry's grades 1–4 statement to infer eligibility for preschool pupils or other grades. Confirm the actual pupil group for each kindergarten or center. We found no basis for saying that individual parents can apply directly.

A decision table for school staff
| Question | Evidence rechecked at 21:17 KST, October 13, 2026 | What still needs a current operator check |
|---|---|---|
| Teaching period | Ministry: October 27–December; new operator notice: October 27–December 10 | What date, if any, can our institution actually be assigned? |
| Application status | Ministry announced October 12; operator set 09:00 October 13 and now says first-come places filled, waitlist only | Is the post-login waitlist form actually working? What are the timing, queue position and allocation rules? |
| Pupils and applicants | Ministry: grades 1–4 for this rollout; operator: schools, child centers and kindergartens (daycare centers), with no grade range specified | How do the rules apply to a particular kindergarten or center and its pupils? |
| Service area | Operator's 11 areas: Sejong, Hwaseong, Osan, Pyeongtaek, Anseong, Seosan, Dangjin, Asan, Cheonan, Jincheon and Cheongju; Daejeon is not listed | Does our exact address fit the actual schedule? How are institutions outside this list treated? |
| Fee, quota and form | New notice gives no fee or quota; public list shows 교육신청 (0/5) for one course not verified as this new intake |
Can the operator confirm the correct course and a working waitlist submission, result and allocation? |
This is an editorial checklist, not an official eligibility ruling or document list. It cannot guarantee a place, a successful submission or a visit.
The operator notice now explicitly says first-come places are filled
At 21:17 KST on October 13, notice 2871 itself said first-come applications were full, with only waitlist applications possible. This is stronger evidence than the generic 2026년 해당 과정 접수가 마감되었습니다. message previously seen in the public application list. That list showed one course dated 2026-09-02–12-31 and 교육신청 (0/5), but we could not establish that this was the new vehicle-classroom intake or what the count meant. The notice directs institutions to use the link after login; we did not verify a working post-login waitlist form or successful submission.
The program phases matter. The operator's August 24, 2026 notice about classroom visits and video teaching said vehicle-based lessons would have separate registration later. Do not carry the older visit's free-admission statement, broader grade range, named municipalities or timetable over to this new vehicle intake. The operator's general course guide is likewise not a phase-specific notice.
There is also a geographic mismatch: the ministry's deployment table names Sejong, Daejeon, Chungbuk and parts of southern Gyeonggi, while the new notice's informational image explicitly lists the 11 areas above and does not include Daejeon. This is the specific intake list, not merely an omission from a general regional guide. Do not combine the two sources to claim that Daejeon or all of Chungbuk is eligible for this intake. Institutions outside the list, including Daejeon, and those with boundary-address questions should contact the operator.

Where to check next
Staff should compare notice 2871, now marked first-come full / waitlist only, with the mobile-classroom application list. The notice says to log in before using the link and, when requesting two or more classes in one day, leave at least 10 minutes between the end of one session and the start of the next. Education inquiries: 031-681-0280 or 031-681-0281; system errors: 051-400-7765. The link is an official checking route, not a verified currently submittable waitlist form. Actual pupil eligibility, fees, quotas, queue position, allocation and submission result remain matters to confirm.

About the Author
Life Mokcha's editorial team compared the ministry's Korean release with the National Marine Environmental Education Center's new notice 2871, informational image and public application list. The notice and list were last rechecked through anonymous HTTP responses at 21:17 KST on October 13, 2026. The operator itself says first-come places are full and waitlist applications are possible. We did not log in, fill or submit a waitlist form, verify an allocation, or rule on any institution's eligibility. The official informational image was used only for fact-checking and is not republished here. This article does not certify live conditions after that recheck.
