An effective date is not the same as an open application portal or an individual award decision. On September 22, 2026, Korea's Ministry of Climate, Energy and Environment announced that a full revision of the enforcement decree for the special humidifier-disinfectant victim-relief law had been approved by the cabinet. It is set to take effect October 8. The new framework moves from relief centred on company responsibility towards compensation for which the state and businesses share responsibility. Detailed award standards and the application system were still in preparation at the time of that announcement.

Checked September 26, 2026. The decision guide below is Life Mokcha's editorial explanation, not legal or medical advice, an eligibility determination, an award estimate, or confirmation that applications have opened. The graphics are original explainers, not government forms.

What the decree sets out—and what it does not decide for you

  • Shared state–business responsibility: The system shifts from administrative relief centred on firms towards a damages framework. This does not promise the same payout to every claimant.
  • Compensation deliberation committee: A committee under the Prime Minister, with a support unit and expert subcommittees for investigation and assessment or reconsideration, has been set out. No outcome or timeline is established for a particular case.
  • Categories of compensation: These include treatment and nursing costs, loss-of-work compensation, disability or bereavement-related compensation, funeral costs and consolation damages. Detailed standards and individual sums await further publication or determination.
  • Ongoing treatment costs: Rules allow treatment and nursing costs for a victim who still needs care after a damages payment decision. This is not an automatic payment to every victim or an unconditional top-up to previous support.

The list of compensation categories is not a final table of entitlements. The ministry said the detailed standards would be notified by the minister following a decision by the compensation committee. Treat any online estimate as unverified until the official standards are published and a case is decided.

What to watch before using an application route

  1. October 8 effective date: This is the announced start date of the revised law and decree, not evidence that a specific claimant has been paid.
  2. Detailed standards: The ministry plans further consultation with victims and publication following committee review and decision after the law takes effect.
  3. Official application notice: The application-and-intake system was under development on September 22. The ministry article did not supply a verified live portal or say that applications were already open on September 26.
  4. Individual review: Whether a particular person qualifies, how previous support interacts with compensation, and whether ongoing treatment costs apply must be checked against the later rules and that person's case.

A practical editorial suggestion is to review any existing victim-recognition or support notices you hold and ensure your contact details are current, then follow the ministry's official standards and intake notices. This is not a government order to submit new documents immediately. Be wary of an unofficial site or agent claiming to accept applications before an official route can be verified.

Three questions the announcement does not settle

Will an already-recognised victim automatically receive a new award? The September announcement does not establish that. The later application and review instructions, and the relationship with existing support, need checking.

What about treatment after an award decision? The new rules provide for possible ongoing treatment and nursing costs when further care is needed after a damages payment decision. This describes a mechanism, not a guaranteed result in a given case.

Where do I apply today? The ministry said the system was in development on September 22. We will not point readers to an unverified form. Its announced policy-enquiry contact was the Environmental Damage Relief Division at +82-44-201-6813; that is not identified here as a new claim-intake line, and Korean-language service may be required.
