Korea's anti-voice-phishing framework can now reach certain crypto-exchange accounts and victim assets. That does not mean every stolen coin is automatically frozen or recovered after a report. The Ministry of Government Legislation's October legislation briefing and original PDF say the relevant amendment to the Act on Prevention of Telecommunications Financial Fraud and Return of Victim Assets took effect October 1, 2026. It extends the framework from financial companies to virtual-asset exchanges, permitting procedures for freezing virtual-asset accounts, extinguishing claims and returning victim assets.

Checked: October 2, 2026 (KST). The cover is an AI-generated concept, not a screenshot from an exchange or reporting service. The two following diagrams were drawn in code. The legislation briefing establishes the legal expansion; police guidance separately informs the immediate-response sequence.

Immediate response and the evidence trail

Priority Action What not to assume
Contact Report to police at 112 and ask your sending financial institution, via its independently verified official number, about a payment freeze A report alone has frozen every later asset
Preserve Keep transfer times and amounts, recipient account, messages/calls, and any independently verified exchange or transaction details A criminal's message correctly names the exchange or wallet
Follow up Ask police, the financial institution and the exchange's official channel, when identified, which account and assets are subject to procedures Refund is guaranteed before identification and review

Do not delay the first police/bank calls while trying to reconstruct a perfect blockchain trail. The police's 112 integrated reporting guide describes the reporting and linked victim-relief route. A particular exchange may not yet be known; do not select one merely from a scammer-supplied link or callback number.

Legal scope is not a case outcome

The ministry states that virtual-asset accounts can enter payment-suspension, claim-extinguishment and victim-asset-return procedures. This is a change in scope, not a promise to block all wallets, trace assets after every onward transfer or return a specified balance. The authorities and relevant service providers must establish what happened to the victim assets in each case.

The briefing adds a separate option: if the returned victim asset is cryptocurrency and the victim requests it, the exchange has a legal basis to sell that asset and return cash. Cash conversion is not automatic. The release alone does not settle an individual's recoverable amount, timing, exchange rate or fees.

How this differs from ordinary phishing advice

Our general Korean phishing response guide distinguishes 1394 consultation, 112 police reporting and contact with the sending bank. This article narrows the question to the newly expanded exchange-account legal scope. A consultation call by itself is not proof that a statutory freeze was requested or completed. A shorter Korean action list appears in the Life Mokcha Naver edition.
