The October 23, 2026 deadline in the Korea Disease Control and Prevention Agency's October 19 announcement is not a universal deadline for every COVID-19 vaccination-injury compensation dispute. It concerns a special objection for an earlier compensation decision. Start with the date of the decision on compensation, not the date of vaccination.
Use the earlier decision to choose the route
| What your record shows | Route described by the agency | Important limit |
|---|---|---|
| A compensation decision before October 23, 2025, under the former Infectious Disease Control and Prevention Act | Transitional special objection once, by October 23, 2026 | Excluded if that earlier decision was challenged and became the subject of a final court judgment on that decision. Do not extend this narrow exception to every earlier decision. |
| A new compensation decision after the special law came into force on October 23, 2025 | The agency's release and annex say within 90 days of notice of the compensation-review result | Do not substitute the October 23, 2026 transitional deadline. The statutory Article 14 wording quoted in the same release says 90 days from learning of the compensation decision. Ask the responsible office which date starts the period in an individual case. |
The annex says that once the transitional deadline passes, a special objection and review under the new law's reconsideration committee are no longer possible through that transitional route. This table is a reading aid, not a legal finding about anyone's rights. If the decision or notification date is unclear, confirm it with the relevant public health center rather than estimating a personal deadline from this article.

Before visiting: applicant, district and papers
The announced application route is an in-person visit to the public health center for the vaccinated person's current registered address. If the vaccinated person has died, the annex also permits a visit to the public health center for the applicant's address, including a next-of-kin applicant in the applicable priority order. This distinction matters; neither the vaccination venue nor every surviving relative's address is automatically the correct office.
| Stage | What the Korean annex actually lists | Question to take to the center (editorial aid) |
|---|---|---|
| Basic forms | The objection form for the compensation-review result (Form No. 6 under the special law's enforcement rules) and the form called 간편수신 동의서 in the Korean annex (a consent form; confirm its current wording with the center) |
Which current forms and visiting hours apply at this center? |
| Additional compensation not included in the original application | Medical certificate or confirmation of treatment, original medical-fee receipt, itemized fee statement and copies of medical records for the relevant treatment, among other papers | Which treatment records and originals are required for the additional claim? |
| Further supporting evidence | Material substantiating the facts asserted may be submitted with the objection | Which additional facts are being documented, distinct from a new compensation item? |
The questions in the right-hand column are our preparation prompts, not official eligibility conditions. The release does not establish each center's daily closing time, whether an appointment is required, or whether postal or online filing is available. Check the current procedure with the center or through the KDCA website at Policy Information > COVID-19 Special-Law Damage Compensation > Application Procedure (Korean-language navigation; menu labels may differ in English).

What happens after filing?
The announced process includes submission through the health center, transfer of documents and preliminary findings, review by the reconsideration committee, and a KDCA decision on whether compensation is payable followed by notice to the applicant. The special law includes a more lenient presumption concerning causality, but reconsideration does not guarantee an award.
For a personal check, put these items in order: previous compensation-decision date; actual result notice and when it became known; whether there is a final judgment on that earlier decision; applicant and registered-address jurisdiction; and any treatment for which additional compensation is sought. This is a reader's checklist, not an agency form. This guide reflects the October 19, 2026 announcement; confirm individual eligibility, the relevant start date and filing arrangements with the official office.
