The amended Busan notice does not use the owner's home address. Eligibility depends on the business location and opening date on the business registration, annualised sales calculated under the notice, and whether the business is active when it applies. An eligible owner can receive KRW 200,000 as digital Dongbaekjeon policy funds.
Four eligibility decisions
| Test | Official rule |
|---|---|
| Business location | The registered business location is in Busan |
| Opening date | On or before August 31, 2026 |
| Sales | Annualised sales are over KRW 0 and no more than KRW 300 million |
| Status | Not suspended or closed when the application is filed |
The owner's residential address is irrelevant to this test.

How annualised sales are calculated
Opened by December 31, 2025
The default basis is reported 2025 sales. If the business did not have 12 months of sales, monthly average sales since opening are multiplied by 12.
Opened from January 1 through August 31, 2026
Monthly average 2026 sales since opening are multiplied by 12.
Do not compare only the raw year-to-date figure with the cap. A business with zero sales or annualised sales over KRW 300 million is not eligible.
Multiple businesses and excluded sectors
- One owner with several businesses may apply for only one qualifying business.
- For joint representatives, only the primary representative shown first on the registration may apply.
- Sectors excluded from Korea's small-business policy loans—including certain entertainment, gambling, finance and insurance activities—are excluded.
- Unregistered, suspended and closed businesses are not eligible.
Application hours and first-week schedule
Applications run from 09:00 KST on September 28 to 18:00 KST on November 6, 2026. The notice says applications may close early if the budget is exhausted.

All eligible applicants may apply from October 3 regardless of the last digit.
Dongbaekjeon application route

- Install Dongbaekjeon and create an account.
- Open the policy-fund application menu.
- Select the Busan small-business energy voucher.
- Request public MyData verification or upload the required evidence separately.
- Check the result in
My Platform → Policy-fund application status.
Applicants who do not use public MyData, and some businesses opened in 2026 without available tax-report data, may need to upload ID, business registration, a full business-registration record and sales evidence.
If the app cannot be used—for example, because the owner has no phone in their own name—the dedicated desk on Busan City Hall's first floor is available. Call 1551-5301; the desk and phone service operate on weekdays from 09:00 to 18:00 starting September 28.
Where and when the funds can be used
- Amount: KRW 200,000 in digital Dongbaekjeon policy funds
- Merchants: Dongbaekjeon merchants designated for the energy voucher
- Purposes: electricity bills and vehicle fuel (petrol, diesel or LPG)
- Deadline: December 31, 2026
- Remaining balance: scheduled to be recovered in principle after the deadline
Use Merchant Search → Energy Voucher Merchants in the Dongbaekjeon app before paying.
